The President's Council on Competitiveness, chaired by VicePresident Dan Quayle, was established in March 1989 toidentify and remove federally imposed burdens on vital andemerging industries, such as biotechnology. The council, whichsets policy for agencies of the executive branch, has no directauthority, but considerable influence. Standing members of thecouncil are the president's chief of staff, the attorney general,the secretary of the treasury, the secretary of commerce, thedirector of the Office of Management and Budget, and thechairman of the Council of Economic Advisers. Other cabinetmembers and heads of technology agencies may alsoparticipate.
