The U.S. Supreme Court ruled Thursday that while U.S. federal courts "should accord respectful consideration to a foreign government's submission" when determining foreign law under the Federal Rule of Civil Procedure 44.1, they are "not bound to accord conclusive effect to the foreign government's statements."
