Splitting the difference is often seen as a way to leave everyone dissatisfied, but the U.S. Centers for Medicare & Medicaid Services (CMS) nonetheless has proposed to increase payments for devices under the new technology add-on program (NTAP) to 65% of the difference between the base procedure payment rate and the added cost of an NTAP device. Device makers are pushing back on that proposal, however, explaining that while 65% is better than the existing 50% set point, it still falls short of the 80% metric industry believes is essential to making the practice of that device economically feasible for health care practitioners under the Medicare inpatient payment system.
