William Hubbard will retire after more than 14 years as associate commissioner for policy and planning for the FDA. Randall Lutter, PhD, has been named as the new associate commissioner. Hubbard joined the Department of Health and Human Services in 1973. He was one of the principal designers of the nutrition label, which for the first time provided nutrition information on all food packages, and was a major originator of the Prescription Drug User Fee Act, a presidential initiative on food safety and the redesign of the label for over-the-counter drugs. Lutter joined the FDA in 2002 as chief economist in the Office of Planning and has broad experience in determining the economic and policy aspects of FDA's work.

Jon Dubauskas has joined HealthAmerica and HealthAssurance (Harrisburg, Pennsylvania) as vice president and chief actuary. In that role, he will oversee the actuarial and medical economic areas, while also working closely with HealthAmerica's new medical informatics unit. Dubauskas most recently served as vice president and CFO of Actuarial Management Corp. HealthAmerica and HealthAssurance provide managed healthcare products and services to more than 11,000 employers in Pennsylvania and Ohio.

James Lightman has been appointed by IntraLase (Irvine, California) to serve as senior vice president and general counsel, a new position. Lightman has held chief legal officer positions with healthcare technology companies including Summit Autonomous, and, most recently, Amicore, an electronic medical records software company. In addition, Melinda Floros has joined IntraLase as vice president of customer support. Floros has served in customer service and finance positions with Cardinal Health, Alaris Medical Systems and Imed. IntraLase develops an ultra-fast laser, related software and disposable devices used to create a corneal flap, the first step in LASIK surgery for the correction of vision.
